Create a new image 400 w x 400 h.
Activate the Path Drawing Tool
and create the following shapes:
2D oval, 190w x 173h, color #F6CDB1 with a 1 width black border
2D rectangle, 213w x 43h, color #3C3C3C with a 1 width black border
2D equilateral triangle, 155 dia, color #3C3C3C with a 1 width black border
2D rectangle, 125w x 96h, color #3C3C3C with a 1 width black border
Place your shapes as shown in the image to your left.

Select the equilateral triangle and activate the edit path tool
,
click toggle
.
Click the plus sign on the attribute tool bar and click on the line to place your node.
Add a node on each side of the top node as shown in the first image to your left.
When done click the minus sign, and click on the top node to delete it.
Next slide the left and right nodes outward as shown in the second image.
Click toggle when finished.
Now right click on your equilateral triangle, select arrange and send to back.
Select your 2D rectangle (213w x 43h), right click, arrange and bring to front.

Select the 2D rectangle (125w x 96h), use the transform tool
set to rotate freely
and angle as shown in the image to your left.
Activate the edit path tool, click toggle and pull the bottom left and right nodes outward as shown in the image to your left.

Click on the bottom line and it will turn red. Now on the attribute tool bar, click on the "convert line segment to curve"
then click on your red line to curve it.
Add two nodes and move one slightly up and one slightly down as shown in the image to your left.

Right click and duplicate.
Activate the transform tool, on the attribute tool bar click "flip horizontally".
Use the arrow key on your keyboard to move the right collar into place.

Activate the path draw tool, and create a 2D oval 22w x 46h using the color #F6CDB1 with a 1 width black border.
Create a second 2D oval 13w x 31h using the color #F9DBC8 with a 1 width black border.
Position ovals as shown in the image to your left. Using the shift key on your keyboard, select both ovals, right click and group.
Right click, arrange and send to back. Right click, duplicate and use the arrow key on the keyboard to place the other ear.

For the eye, create the following shapes:
2D oval 49w x 32h, color white with a 1 width black border
2D circle 31 diameter, color #7D3A00 with a 1 width black border
2D circle 21 diameter, color black and a 2d star 8-point 9w x 10h white
Position as shown in the image to your left.
Activate the paintbrush. In the attribute tool bar settings are: color-black, brush shape-circle, brush head size-1, soften paint edges-2 and click "paint as object" (lightning bolt icon).
Create upper and lower eyelash lines then click "paint as object" to de-activate.
Using the shift key on your keyboard, select all eye shapes, right click, group and place in position. Right click, duplicate and use the arrow key on your keyboard to position your other eye.

For the nose, create the following shapes:
2D oval 29w x 23h, color #F6CDB1 with a 1 width black border
2D oval 14w x 6h, color #FAE2D3 with no border
Position as shown in the image to your left.
Using the shift key on your keyboard, select both, right click, group and place in position as shown in the image to your left.

For the pacifier, create the following shapes:
Custom shape B52, size 54w x 37h, color #0043A8 with a 1 width black border.
Create a 2D circle 34 diameter, color #005BE6 with a 1 width black border.
Create another 2D circle 24 diameter, color #0043A8 with a 1 width black border.
Position as shown in the image to your left.
Select all pacifier shapes, right click, group and place in position under the nose.

With the airbrush (color #E32604, brush size 53, soften paint edges 50) on "paint as object" click the mouse 7 or 8 times to create a blushy cheek.
Create a 2D white 4-point star 5w x 5 h. Select both shapes, right click, group and place in position under the nose.

For the hat, create a 2D rectangle 150w x 38h using the color #0053CE with a 1 width black border. Click edit path object and align sides of rectangle with the side of the hat as shown in the image to your left.
Now create a 2D square 61 diameter using the color #D7A100 with a 1 width black border.
Create a second 2D square 42 diameter using the color #0053CE with a 1 width black border.
Top the hat with a 2D oval 74w x 10h using the color #575757 with a 1 width black border. Select all shapes, right click, group.

Using the Line and Arrow Tool
color #808080, set on spline, 1 line width, and line style set to dashed; create a inner border around the collar.
When finished right click, duplicate and use the transform tool to flip horizontally. Place on the opposite collar.
Lastly change to solid line, color black and using the spline create a shoestring bow with strings for the center of the collar.
