Open a new image 250w x 375h.  Activate the Path Drawing Tool Path Drawing Tool and create a 2D circle 165 diameter using any color with no border.

Go to Effects, Horizonaus Pattern Generators and Select Lollipop 2.  You can play with the mixer settings to achieve the colors you desire.  I set the first three to 184-103-211 and the rest at 255.

Go to Almathera and select A Warper.  From the drop down window select "Twirly".  You can play with the warp factor and twirl settings.  I used -17 for the warp factor and 127 for the twirl.

Activate the airbrush changing the color to #262626, brush shape to circle, head size to 38, soften edges to 60 and paint around the edges.

Change the airbrush color to white, soften edges to 30 and paint a few highlight strokes top left and bottom right.

Create a 3D white rounded rectangle 15w x 207h for the lollipop stick.

Right click, arrange and send to back.

Zoom in to see better.  Activate the paintbrush change size to 10 and soften edge to 5.  Select a color from your lollipop, click on the "paint as object mode" and paint a stroke on the top of the stick.

Change the size to 7 and pick a second color to paint a smaller stroke as shown in the image to your left.  Change the size to 3 and pick a third color to paint a thin stroke.

Click out of the paint as object mode and use the eraser to clean any edges that went past the sides of the stick.

Use the airbrush to darker the side and add a highlight.

For fun, group your lollipop and the small portion you painted at the top of the stick.  Go to Photo, Color, Hue and Saturation.  Click the Master and slide the Hue bar.  You can also play with the range or colorize it!
